Project developers Kosmos Energy and BP have officially opened the first well of the Greater Tortue Ahmeyim project offshore Senegal and Mauritania, representing a crucial first step towards the culmination of the project.
Dakar, Senegal, – Senegal and Mauritania have marked a major milestone with the commencement of operations at the Greater Tortue Ahmeyim (GTA) gas development project. The first well of the ambitious project, spearheaded by bp and Kosmos Energy in collaboration with Senegal’s national oil company (Petrosen) and Mauritania’s Société Mauritanienne des Hydrocarbures (SMH), has officially opened, heralding a new era of energy security and economic growth for West Africa.
The GTA development achieved its “first gas” milestone on December 31, 2024, at 16:00, marking the beginning of technical operations. Situated 120 kilometers offshore in 2,850 meters of water, the project taps into a massive reservoir containing an estimated 425 billion cubic meters of gas. The development is set to transform Senegal and Mauritania into key players in the global liquefied natural gas (LNG) market.
A Technological Marvel
The GTA project utilizes a four-well subsea system tied back to a Floating Production Storage and Offloading (FPSO) vessel, which processes the gas and liquids. The processed gas is transported via pipeline to a Floating LNG (FLNG) vessel with a production capacity of 2.5 million tons per annum (mtpa). This offshore hub, protected by a dedicated concrete breakwater, represents a significant advancement in gas infrastructure.
With phase one of the project operational, plans are underway to expand capacity to 5 mtpa in the second phase, potentially doubling the FLNG infrastructure. The initial phase prioritizes exports, while the second phase is expected to integrate a stronger local gas component for both countries.
Economic and Strategic Impact
The GTA project is poised to bolster global energy supply chains while providing a strategic revenue stream for Senegal and Mauritania. Although its initial exports are not expected to replace significant volumes of Russian gas, the project’s contribution to diversifying supply is critical. Beyond exports, the project will play a pivotal role in sustainable economic growth, local energy security, and industrial development in both nations.
The African Energy Chamber (AEC) has praised the achievement, highlighting the effective collaboration between public and private sectors. NJ Ayuk, Executive Chairman of the AEC, stated, “Projects such as GTA highlight the scale of opportunity that Africa’s gas market offers investors. The project shows that gas is truly good for Africa and will play a major part in accelerating energy security, boosting industrialization, and transforming Africa’s economies.”
Policy Reforms and Investment Opportunities
The success of the GTA project is underpinned by reforms in Senegal and Mauritania aimed at fostering an investor-friendly environment. Senegal’s updated Petroleum Code and Mauritania’s ongoing regulatory improvements demonstrate a commitment to transparency, contract sanctity, and local participation. Both governments have actively worked to attract international financial and technical partnerships, ensuring long-term success for GTA and other energy projects.
As construction of the GTA offshore complex progresses, with over 75% of the work already completed, Senegal and Mauritania are solidifying their positions as emerging LNG exporters and attractive destinations for energy investment. By maintaining a focus on stability and openness, both nations are laying the groundwork for future growth and regional economic transformation.
Looking Ahead
The GTA project not only highlights the potential of West Africa as an oil and gas hub but also signals the readiness of Senegal and Mauritania to lead in global energy markets. With strategic partnerships, robust policy frameworks, and a commitment to sustainable development, the project sets a benchmark for future energy projects across the continent.
The governments, national oil companies, and international partners deserve commendation for their dedication to this transformative venture, which is expected to drive significant benefits for generations to come.
